OUR HISTORY
Skyline Development Center is located in Pharr, Texas, and provides a multitude of pediatric services, including optional enrollment into an on-site preschool.
Founded in 2015 by Ben & Amy Peña, Skyline has maintained a firm presence in the RGV through ceaseless collaboration with parents, health care professionals, UTRGV students, and so many more involved pediatric care and education.
From Texas to Tennessee, Skyline continues to create a powerhouse impact in the field of early childhood providing pediatric services across a spectrum of critical topics about pediatric development.

AMY PALACIOS PEÑA, M.S., CCC-SLP
Owner/Director
Amy Palacios Pena is a Speech Language Pathologist and Early Childhood Developmental Specialist with over 10 years of specializing in pediatric development. Mrs. Pena obtained her master’s degree in 2010 from Texas Woman’s University in Denton TX. Together with her husband, they established the FIRST developmental day school in the Rio Grande Valley, which caters to both the neurotypical & atypical population ages 6 months-12. Her center provides children of her community with the opportunity to reach their maximum developmental potential before beginning school. In December of 2021, Mrs. Pena completed additional certifications and is now an Advanced Certified Autism Specialist. Onsite early intervention resources and services are available as well.
